LANESBOROUGH, Mass. — The Selectmen hired former Sheffield Town Administrator Joseph Kellogg as a interim replacement for Paul Boudreau.

Kellogg took over on March 5 and will work part time until the town hires a permanent replacement. Kellogg retired from Sheffield's position in June after 34 years in municipal government.

"I saw the interim gig and I thought it was be a nice retirement job," Kellogg said on Thursday. "I'm not looking long term. I'm just looking at keeping things going."

Kellogg will average about 20 hours a week and lead a committee effort to re-examine the town's government structure. When Boudreau resigned to take a job in the private sector, he recommended changing the town administrator position from a three-quarter time job to a full-time town manager. The Board of Selectmen initiated a committee study to determine what type of position the town should hire to replace Boudreau.

"I have some personal experience in each of the forms of government," Kellogg said. "We're trying to keep an open mind."

Kellogg said he likely won't be making a recommendation but rather just answering questions about the pros and cons of the different forms of government. If the town makes a change, it will need to call a special town meeting during the year to put the question to voters. Kellogg said the study should take about three or four months.

Kellogg's contract is up to a year but he will only stay in place until the town hires a permanent administrator.

"If the decision is to have no administrator, that's easy, I leave," he said. "I have no interest in the full-time job."

Boudreau left on the first of March, which was the same day the Selectmen interviewed three candidates for an interim. While Boudreau has moved on, Kellogg said he has made himself available to help answer questions.

Flushing of Pittsfield's Water System to Begin

PITTSFIELD, Mass. — The city of Pittsfield's Department of Public Utilities announces that phase 1 of the flushing of the city's water system will begin Monday, April 22.

Water mains throughout the city will be flushed, through hydrants, over the upcoming weeks to remove accumulations of pipeline corrosion products. Mains will be flushed Monday through Friday each week, except holidays, between the hours of 7:30 a.m. and 3 p.m.

  • The upcoming flushing for April 22 to May 3 is expected to affect the following areas:
  • Starting at the town line on Dalton Avenue working west through Coltsville including lower Crane Avenue, Meadowview neighborhood, following Cheshire Road north.
  • Hubbard Avenue and Downing Parkway.
  • Starting at the town line on East Street working west through the McIntosh and Parkside neighborhoods.
  • Elm Street neighborhoods west to the intersection of East Street.
  • Starting at the town line on Williams Street, working west including Mountain Drive,
  • Ann Drive, East New Lenox Road, and Holmes Road neighborhoods.
Although flushing may cause localized discolored water and reduced service pressure conditions in and around the immediate area of flushing, appropriate measures will be taken to ensure that proper levels of treatment and disinfections are maintained in the system at all times. If residents experience discolored water, they should let the water run for a short period to clear it prior to use.

If discolored water or low-pressure conditions persist, please contact the Water Department at (413) 499-9339.

Flushing is an important operating procedure that contributes significantly to the maintenance of the water quality in the water distribution system.
