Bianchi Names Pittsfield Community Development Director

PITTSFIELD, Mass. — Douglas C. Clark will begin work as community development director next week.

Mayor Daniel L. Bianchi hired Clark last week and, although not required, he will present the appointment to City Council at its May 14 meeting.

The position has been unfilled since the departure of Deanna L. Ruffer, who left for a similar position in Chatham last September. The post pays $73,000 a year.

Clark is a licensed professional engineer in Massachusetts and New York and a Leadership in Energy and Environmental Design, or LEED, accredited professional. 

He and his wife, Ann L. Clark, founded Clark Engineering & Surveying, P.C. in New Lebanon, N.Y., in 1986. Ann Clark, also a professional engineer, will continue the firm as president.

Douglas Clark has worked with municipalities for more than 35 years with infrastructure projects, planning and financing, including the preparation of grant and subsidized loan applications. He currently serves as deputy supervisor for the town of New Lebanon, where he has been instrumental in a number of townwide initiatives, and as an elected member of the Town Board.

Clark reportedly approached City Hall after two other applicants for the post fell through; the assistant director, Bonnie Galant, did not apply.

Asked why the shift in career, Mr. Clark said he felt the time was right for this new challenge and opportunity to put his master of science degree from Rensselaer (N.Y.) Polytechnic Institute in ecological economics, values and policy to work. He also holds a bachelor of science degree in civil and environmental engineering from Clarkson University.

Clark said he has been impressed with the progress Pittsfield has made in the last several years and is excited about the opportunity to use his experience and skill set to help continue these efforts.

Pittsfield Seeks Public Input for Draft CDBG Annual Action Plan

PITTSFIELD, Mass. — The City of Pittsfield's Department of Community Development has released the draft Annual Action Plan outlining how federal Community Development Block Grant (CDBG) funds will be used to address housing and community development needs in Pittsfield for the city's 2025 fiscal year.
 
The Community Development Office, in conjunction with the City Council's subcommittee on Community and Economic Development, will hold a public hearing on May 21 at 6:00 p.m. on the proposed CDBG program budget and draft 2025 Annual Action Plan. The public hearing will be held at City Hall, 70 Allen Street, in the Council Chambers.
 
The hearing is part of a 30-day public review process that is required by the U.S. Department of Housing and Urban Development (HUD) that provides an opportunity for public input on the draft plan. Through what HUD terms an entitlement grant, HUD provides the city with CDBG funding on an annual basis. The 30-day public review and comment period runs from Tuesday, April 23, 2024 until 4:00 p.m. on Wednesday, May 22, 2024.
 
The draft 2025 Annual Action Plan proposed budget of $2.2 million consists of $1.3 million in estimated new CDBG funds and $140,000 in expected program income and reprogrammed funds as well as an estimated $470,567 in carryover funds.
 
Community Development has proposed using CDBG money during the upcoming 2025 fiscal year for projects that include public facilities, removal of architectural barriers, public services, housing rehabilitation, economic development, clearance, planning activities, and administrative costs.
