Pittsfield Plans Hearing on Block-Grant Funding

PITTSFIELD – As part of a public review process, the Pittsfield’s Department of Community Development will hold a hearing May 14 on its Community Development Block Grant program and proposed 2009 Consolidated Annual Action Plan.

The public hearing will be held in the City Council chambers and will begin at 7:30 p.m.

Held by the City Council's subcommittee on community and economic development, the hearing is part of a 30-day public review process that is required by the U.S. Department of Housing and Urban Development. Through what HUD terms an entitlement grant, it provides the city with Community Development Block Grant funding on an annual basis.

The 2009 action plan's proposed $2.15 million budget contains $1.47 million in CDBG funds. The 30-day public review period began on Monday, April 14, and will end on Wednesday, May 15,  after which the Department of Community Development will submit its final plan to HUD.


The development office has proposed using CDBG money to fund projects that include public facilities, removal of architectural barriers, public services, historic preservation, debt service payments, code enforcement, housing rehabilitation, economic development, acquisition, disposition and clearance, administration costs, and planning activities.

Copies of the draft plan are available for public review at the development department at City Hall. If residents are unable to attend the public hearing, they can submit their comments, written or orally, to the Pittsfield Department of Community Development, City Hall, 70 Allen St., Room 205, Pittsfield, MA, at 413-499-9368 or by TTY at 413-499-9340.

Those with special needs should contact the development office prior to the public hearing so that efforts can be made to accommodate their needs.

Former Harry's Supermarket Under Construction for Restaurant

PITTSFIELD, Mass. — Construction is underway to transform the former Harry's Supermarket into a restaurant

Late last month, the Conservation Commission greenlit some tree pruning on the property. New windows and a new door can be seen in the front of the building. 

"It's a substantial renovation that's currently underway here," Brent White of White Engineering said, speaking on behalf of the applicant and owner, Huajie Zhu. 

A fire gutted the longtime Wahconah Street supermarket in 2023, and the following year, Zhu purchased the property for $460,000 two years ago to build a restaurant with hibachi in the existing footprint of the more than 100-year-old building. 

White explained that the project has been ongoing for over a year, and the Community Development Board granted the property a waiver to reduce the minimum required number of parking spaces so that additional spaces aren't needed.  

He noted that, looking at the site plan, there is very little room to do so. A mirror will be installed near the sharp turn on Bel Air Avenue to alleviate traffic concerns. 

Pruning will be done on trees in the southeast corner of the existing paved parking lot, as a number of branches are hanging over. The new owners also intend to patch, sealcoat, and re-stripe the parking lot. 

A fire tore through the building less than an hour after the supermarket closed for the day three years ago. An automatic sprinkler system is required for the new use.
