Williams Names New Assistant Director of Athletics for Finance

WILLIAMSTOWN, Mass. — There are two sides to every street, and Judy Fraser will have worked on both sides of Route 2 as she becomes the Assistant Director of Athletics for Finance at Williams College on Aug. 23.

Since 1989 Fraser has worked on the north side of Route 2. In her new position, she will be working on the other side, in athletics administration. She will be in charge of overseeing the budgets within the athletics department and for the Ephs’ 32 varsity teams.

“Judy brings with her a wealth of experience both at the college and in financial matters,” said Interim Athletics Director Lisa Melendy. “She has worked in the Vice President for Administration’s office dealing primarily with the many college insurance policies, worked in what is now called Human Resources, and has done numerous projects across campus as an independent contractor.”

“Judy has worked with almost every office on campus and has done the nuts and bolts budget and accounts payable work with PeopleSoft that this position also requires.”

Fraser’s first appointment at Williams was as the Assistant to the V.P. for Administration from 1989-92. Then she moved on to become the Assistant V.P. for Administration and Director of Benefits and Insurance from 1992-97.

After a five-year hiatus she returned to the college as the Family Days coordinator, 2002-08, later becoming an assistant to the Academic Program coordinator, 2008-10 before joining the Athletics Department.

Prior to her arrival at Williams, Fraser was the manager in the Provider Audit and Reimbursement Division at Blue Cross & Blue Shield of Connecticut from 1985-88; administrator of the Diagnostic Imaging Department at Temple University Hospital in Philadelphia from 1983-85; and assistant to the administrator of Medical Services Division, Vermont Department of Health from 1979-1981.

Fraser earned a B.S. in Education from the University of Vermont in 1979 and an M.B.A from the Wharton School at the University of Pennsylvania in 1983.

Fraser resides in Williamstown with her husband Stan Parese and her son Jackson.

Williamstown Board Opts to Negotiate with College on Water St. Lot

WILLIAMSTOWN, Mass. — The Select Board on Monday decided to enter into negotiations with Williams College on the sale of the vacant town-owned lot at 59 Water St.
 
But the board members made it clear that the college's proposal to acquire the lot is a starting point, not a final deal that the elected officials would accept.
 
"For the sake of continued conversation, I'm in favor of [awarding Williams the site], but if this process wasn't continued with the opportunity for further negotiation, I wouldn't vote to continue this," Peter Beck said. "I think that next step is necessary for us to get to a yes on this."
 
"I think there's wide agreement on that," Matthew Neely said just before the 5-0 vote to enter talks with the college.
 
Williams was the sole respondent to a town-issued request for proposals to develop the former town garage site, currently a dirt lot.
 
The college's stated intent is to build a new Facilities office and create up to 170 parking spaces at 59 Water Street. That use will allow the college to redevelop the current Facilities building site and parking lot as part of a reconception of the school's indoor athletic and recreation facilities.
 
Under the terms of the RFP, the college's proposal was subjected to review by an ad hoc advisory committee to the town manager, who brought the question to the Select Board. That board will have the final say on any purchase and sales agreement.
