Northern Berkshire Waste District Sets Fiscal 2019 Budget

ADAMS, Mass. — The Northern Berkshire Solid Waste Commission passed an $87,877.52 budget with level town assessments. 
 
The committee met Thursday to go over a proposed budget with assessments based on population. Each member community of the 13-town district will be charged $2.87 per person based on the 2010 Census. 
 
"The assessments will be level," Program Manager Linda Cernik said. "It will be the same as last year."
 
The two largest assessments were the town of Adams for an assessment at$24,354.64 and Williamstown at $22,256.43.
 
The rest of the assessments ranged from just under $10,000 to just under $400.
 
The town of Cheshire will be assessed $9,285.47 and the town of Clarksburg, $4,885.28.
 
Monroe will receive the lowest assessment of $347.31.
 
The committee went through the budget line item by line item and briefly discussed the program manager's salary of $39,403.85. The salary increased 2.5 percent and commissioners noted they did not directly approve an increase based on a performance review.
 
"I have no qualms with her performance or the increase, we just didn't review her performance or approve an increase. We need to tighten up communication and set a policy," New Ashford representative Richard DeMyer said. "We may want to give her 5 percent or she may want to ask for more."
 
Treasurer Terry Haig said the increase is just a typical cost-of-living increase.
 
DeMyer asked if Cernik wanted an increase but she said she was happy with the salary as is.
 
"This is only my first year and I am still learning," she said. "I am fine." 
The committee did agree to hold a performance review every November.
 
"We should have an annual review," Windsor representative Douglas McNally said. "She deserves that."

Adams Community Bank Holds Annual Meeting, Announce Growth

ADAMS, Mass. — The annual meeting of the Community Bancorp of the Berkshires, MHC, the parent company of Adams Community Bank, was held on April 10, 2024, at Charles H. McCann Technical School in North Adams.
 
The meeting included reviewing the 2023 financial statements for the Bank, electing directors and corporators, and highlighting upcoming executive personnel changes.
 
"In 2023, the Bank experienced another year of growth in assets, loans, and deposits, noting the Pittsfield branch reached $26 million in customer deposits from its opening in December of 2022," President and CEO of Adams Community Bank Charles O'Brien said. "Those deposits were loaned out locally during 2023 and helped drive our #1 ranking in both mortgage and commercial real estate lending, according to Banker and Tradesman."
 
At year-end 2023, total assets were $995 million, and O'Brien noted the Bank crossed the $1 billion threshold during the first quarter of 2024.
 
Board chair Jeffrey Grandchamp noted with O'Brien's upcoming retirement, this will be the final annual meeting of the CEO's tenure since he joined the Bank in 1997. He thanked him for his 27 years of dedication to the Bank. He acknowledged the evolution of the Bank as it became the premier community bank in the Berkshires, noting that branches grew from 3 to 10, that employees grew from 40 to 135, and that assets grew from $127 million to $1 billion. 
 
An executive search is underway for O'Brien's replacement.
